In order to prevent the new type of corona virus from spreading further, the Bavarian Ministry of Health prohibits events with more than 1000 participants.

The order comes into effect on March 11th at 12 noon and is initially valid up to and including April 19, 2020. After the cancellation of individual concerts and sporting events in front of empty auditoriums, the state government determines how large events are to be dealt with.

According to the order, the purpose of the ban is to slow down the spread of Covid-19 in terms of time and space and, in the current situation, in particular to decouple it from the ongoing flu epidemic. A slower spread over time has the advantage that the medical supply systems are used over a longer period of time and the point loading is less or overloading is avoided.

Major events increase the risk of infection

For events with more than 1000 participants, it can be assumed that the following facts that favor the spread of COVID-19 are more prevalent than at smaller events:

  • Physical proximity of the participants
  • Supraregional effects: More people from neighboring regions, other federal states or with international origins attend the event.
  • A contact person tracking and the resulting measures are hardly possible in the event that a participant subsequently tests positive for SARS-CoV-2.
  • It is more likely that there are people from health care, public health, and internal security and order, or people at risk among the participants. It is particularly important to protect these.

Hygiene measures cannot sufficiently reduce the risk of infection at major events.
