New corona rules: This applies from November

The goal is clear: families and friends should be able to meet again for Christmas without too much worries. But for this, drastic restrictions are necessary for a limited time, say the federal and state governments. An overview.

The new rules come pretty close to the shutdown in spring. They should come into force on November 2nd - and will initially apply until the end of the month.

The measures were sharply criticized by the sectors affected, such as catering, cinema and fitness studio operators, as being disproportionate and threatening the very existence of the company. After all, the federal government announced aid to cushion the measures.

The measures at a glance

Contact restrictions: Only members of your own household and another household - a maximum of ten people in total - will be allowed to stay in public together. The regulatory authorities should sanction violations of these contact restrictions. Groups of people celebrating beyond this in public places, in apartments and in private facilities are considered unacceptable.

Schools and daycare centers: Unlike in spring, schools and kindergartens usually remain open.

Retail: Wholesalers and retailers, in contrast, remain open, subject to hygiene requirements, access control and avoidance of queues. No more than one customer per ten square meters of sales area may be in the shops.

Private travel: Citizens are asked to generally refrain from unnecessary private travel and visits - including from relatives. This also applies in Germany and for national tourist day trips. Accommodation offers in Germany will only be available in November for necessary and expressly non-tourist purposes.

Leisure and cultural facilities: Theaters, opera and concert halls, museums, trade fairs, cinemas, amusement parks, amusement arcades, casinos, betting shops, brothels, swimming pools and fun pools, saunas, thermal baths, fitness studios and similar facilities will be closed. Events for entertainment are banned for one month.

Sports: Leisure and amateur sports are also not permitted, with the exception of individual sports alone, in pairs or with your own household on and in all public and private sports facilities. Professional sports events may only take place without spectators.

Gastronomy: Restaurants and pubs, bars, clubs, discos, pubs and similar establishments need to stay. This does not apply to the delivery and collection of food for consumption at home or the operation of canteens.

Services: Cosmetic studios, massage practices, tattoo studios and similar establishments also have to close. Medically necessary treatments such as physiotherapy, occupational therapy and logotherapy as well as foot care are still possible. Hairdressing salons can also open.

Aid for companies and self-employed: The federal government grants extraordinary economic aid to the companies, self-employed, associations and institutions affected by the closings to compensate them for financial losses. This should have a financial volume of up to ten billion.

The federal government will also extend aid measures for companies and improve the conditions for the economic sectors most affected. This applies, for example, to the field of culture and event management as well as the self-employed. In addition, the KfW express loan will be opened and adjusted for companies with fewer than ten employees.

Frustration and existential fear

Representatives from the catering, entertainment and fitness sectors have sharply criticized the company closings agreed by the federal and state governments as being disproportionate, threatening the existence of the company and not being expedient. The trade union also warned against cessation of operations and layoffs. Therefore, more extensive aid from the state is necessary.

The hotel and restaurant association Dehoga NRW emphasized that the industry is part of the solution and not the problem. "Man is a social being. Not everyone will lock themselves in," said Isa Fiedler, spokeswoman for Düsseldorf's old town hosts. With the distance rules for tables, hygiene measures and ventilation, it is safer in the catering trade than with many visits to the living room at home.
